A fatal traffic accident along New Bern Avenue in Raleigh claimed the life of a man and two dogs.

The effects of the accident lingered long after the incident occurred, upsetting many who drove by the scene.

It happened near the Neuse River Bridge, close to the Raleigh/Knightdale line.

Police say 39-yr old Mark Russell lost his life crossing the road as he walked two dogs around midnight.

The police report says the 23-yr-old who hit Russell and the dogs had been drinking; but Nathan Vines hadn?t consumed enough alcohol to charge him with impairment.

Raleigh Police have not indicated if other charge may be filed against Vines? in connection with the accident. That determination may be made later.

Meanwhile, hours after the crash happened there remained a grim reminder of the tragedy by the side of the road, in plain sight of passing motorists.

?I saw the two dogs that are lying on the grass,? said Lorraine Dulin.? ?I think it?s terrible that someone left two dogs out there.?

More than 15 hours after the accident, the sight of the two dead dogs by the side of the road upset many who saw it.

??A lot of people are going by and they should clean that up,? said driver Sarah Lehmann.

An access road for the near-by Beachwood Park Townhomes overlooks the accident site, forcing residents who leave that complex to drive right by the graphic roadside scene; a scene some say they shouldn?t have to witness.

?That?s messed up,? said Beachwood Park resident Kenneth Williams.?

?I love dogs, I have a beautiful boxer myself,? he said as he glanced toward the spot where the dogs lay. ?That?s going to remind everyone there was an accident.?

After making several inquiries about the situation, Raleigh police told NBC-17 late Saturday night that officers from the humane society came to the scene and removed the dog?s bodies.
