Wisconsin recall battle finally goes to voters

MADISON, Wis. (AP) ? The battle over Gov. Scott Walker's agenda has attracted millions of dollars from out of state, campaign volunteers from across the country and months of concentrated attention from the two major political parties.

But on Tuesday, the only voices that matter will be those of Wisconsin voters deciding whether to keep Walker or fire him and hand his job to the Milwaukee mayor. After more than a year in the national spotlight, both sides are preparing for a razor-thin margin.

Polls show Walker, a Republican just 17 months into his term, with a small lead over Democrat Tom Barrett.

"Now it's our turn to speak," an exuberant Barrett told campaign workers Monday in Portage. "We the people of the state of Wisconsin are going to reclaim our future."

During Monday's first campaign stop, Walker said he expects a close race, too, and he's focused on turning out voters who supported his efforts to take on public-employee unions.

"We want to move on and move forward," Walker said at a plastics plant near Madison. He was joined by his wife, Tonette, who wore a button that read "Luv My Gov."

Walker planned other campaign stops at a brewery in Stevens Point and a distillery in Green Bay before wrapping up with a nighttime rally in Milwaukee.

Barrett was spending most of Monday in western and northern Wisconsin before ending his day with a rally at a United Auto Workers union hall in Kenosha.

Walker is only the third governor in U.S. history to face a recall vote. The other two lost, most recently California Gov. Gray Davis in 2003. Wisconsin's recall election is a rematch of the 2010 governor's race in which Walker defeated Barrett by 5 percentage points.

Anger over Walker and his conservative agenda began building almost as soon as he took office in January 2011. Just a month into his term, Walker took the state by surprise with a proposal to effectively end collective bargaining rights for most state workers ? a measure he said was needed to ease budget problems. The recall idea emerged soon thereafter.

But the recall petition drive couldn't officially start until November, months after Walker signed the union changes into law. Organizers hit the streets a week before Thanksgiving and spent two months gathering more than 900,000 signatures ? about 360,000 more than were needed to trigger the election.

Retired teacher Jan Stebbins cast her ballot early for Barrett, just as she did two years ago. She said she's been offended by Walker, not by what he's done but "how he's done it."

Stebbins can't stand the division that's emerged in the past two years.

By Wednesday morning, she hopes the state "gets back to a little bit more unity," she said. "I don't know what will happen."

Todd Schober, a financial planner from Racine, voted for Walker in 2010 and plans to do so again on Tuesday.

"When is this going to end?" he asked after shaking his head and sighing. "I'm just going to be so glad when it's all over."

Walker, the 44-year-old son of a minister, has remained unflappable throughout the campaign just as he was during the massive protests that raged at the Statehouse for weeks as lawmakers debated his proposal.

Along the way, he's become a star among Republicans and the most successful fundraiser in Wisconsin politics, collecting at least $31 million from around the country since taking office. That obliterated his fundraising record of $11 million from 2010.

About $63 million has been spent on the race so far, including $16 million from conservative groups such as the Republican Governors Association, Americans for Prosperity and the National Rifle Association.

Democratic groups ? including those funded by unions, the Democratic Governors Association and the Democratic National Committee ? have poured in about $14 million, based on a tally from the government watchdog group the Wisconsin Democracy Campaign.

The majority of Walker's donations have come from people outside Wisconsin. Most of Barrett's $4.2 million came from inside the state.

The race has broad implications for national labor unions. It's also seen as a proxy fight for the presidential election, especially given the importance of Wisconsin and its 10 electoral votes.

President Barack Obama has kept his distance, just as he did during the unrest last year. Other prominent Democrats, including former President Bill Clinton, campaigned for Barrett in the week leading up to the vote.

White House press secretary Jeff Carney was asked during a briefing Monday why Obama wasn't campaigning for Barrett.

"The president supports him, stands by him," Carney said, adding that Obama hopes Barrett prevails.

Walker enlisted the support of several prominent national Republicans, including New Jersey Gov. Chris Christie and South Carolina Gov. Nikki Haley, an unabashed union hater.

Walker's lieutenant governor, Rebecca Kleefisch, and three Republican state senators also face recall votes Tuesday. And voters will fill a fourth state Senate seat after the Republican incumbent resigned rather than face the recall.

A Marquette University Law School poll released last week showed Walker with a narrow 7-percentage point lead over Barrett, 52 percent to 45 percent. The poll's margin of error was 4.1 percentage points. In the same poll two weeks earlier, Walker held a 6-point lead, 50 percent to 44 percent.

The poll also showed the deep division in Wisconsin, where 39 percent of respondents said they liked the job Walker has done and 38 percent said they did not like it. Twenty-one percent said they like what he's done, just not how he did it.

In the days leading up to the election, they expressed a mixture of anticipation and fatigue with the political turmoil.

In the working-class city of Janesville, signs on both sides of the election were scattered across the community, some just a few feet apart.

Retired businessman Dave Flury plans to support Walker. And he's worried about what will happen if Barrett wins.

"If Walker loses, shouldn't Republicans turn right around and recall Barrett?" Flury asked.

For months, voters have been inundated with telephone calls, campaign mail and television advertising. Barrett supporter John Oehrke is ready for all of it to end.

"It doesn't really matter who wins I guess," Oehrke said. "It's all crazy.

In many ways, the ambitious mission ? though just a demonstration ? represented a high-profile test of NASA's new direction. The agency in effect is turning over the keys to low-Earth orbit to the private sector. Under Geroge W. Bush, NASA moved in that direction for cargo. Under President Obama, it has expanded the goal to include humans as well.

In each case, NASA is to become a paying customer for transportation services to and from the space station rather than acting as owner and operator of the spacecraft. Meanwhile, the agency is turning its human-spaceflight attention to sending astronauts beyond low-Earth orbit.

The move has been greeted with a great deal of skepticism among some in Congress as well as the space-advocacy community.

But even before Dragon splashed down, the mission's success garnered one new convert.

In an opinion column that appeared May 27 in the Orlando Sentinel, former astronaut and space shuttle commander Mark Kelly noted his initial resistance to the Obama administration's cancellation of NASA's Constellation program, which aimed to replace the shuttle with two rockets ? one for crews and light cargo duties, the other for heavy lifting and travel beyond low-Earth Orbit.

?I worried about what it would mean for NASA's overall mission, and what it would do to the brilliant and patriotic men and women who work there,? Mr. Kelly wrote. ?But I'm impressed with how far SpaceX has come in 17 months.... The president made a tough, bold decision ? and I now believe he was right.?

For now, SpaceX and NASA are savoring the success.

Dragon left the station shortly before 6 a.m. Eastern Daylight Time after station flight engineers Joe Acaba and Don Petitt used the space station's robotic arm to detach Dragon and gingerly position it about 30 feet below the orbiting outpost. At 10:51, it fired its motors in a ?deorbit burn? designed to slow the craft by about 200 miles an hour ? enough for gravity to exert a stronger tug to begin the craft's descent.

Upscale London borough says no no no to BT's broadband revolution, ugly green boxes

Between all of the delays, disappointment and a general lack of availability, many Brits can't seem to catch a break when it comes to getting fast internet -- but this time it could be their own fault. BT's fiber optic rollout plans came to a screeching halt in Kensington and Chelsea after a staggering 96 of 108 applications for big green street cabinets housing the fiber were flat-out rejected. The local council just isn't prepared to clutter its pristine streets with the "ugly" boxes. The telecoms provider now says it'll concentrate on nearby areas that "have shown a greater eagerness to enjoy the benefits of broadband." It's a good thing there are no plans to paint their famous telephone booths green, or those might be out of a job as well.

Earl Ofari Hutchinson: Why Trump and the Birthers Won't Go Away

President Obama was indeed prophetic when he said at a press conference a year ago that his release of his long form birth certificate would not convince countless numbers of anti-Obama skeptics that he was a bona fide American. Nearly a year after the president called it right on the bogus issue, the Public Policy Polling survey of GOP voters in Georgia, Tennessee and, more troubling, Ohio, because it's the key battleground state, found that more than one third of GOP voters still didn't believe he was born in the U.S. The same high degree of doubt about Obama's birth likely would be found among GOP voters in other states. Billionaire professional Obama basher Donald Trump almost certainly knew that, and that he spoke for untold millions when he calculatingly lashed out at Obama again with the phony birther charge.

Before Trump shoved the issue back into public debate, the hope was that despite the president's warning and fear, and the negative poll findings, that birtherism had become a nonissue. This seemed even more the case when GOP presidential candidate Mitt Romney, and the top GOP presidential contenders during the GOP primary campaign, all publicly rejected the birther claim about Obama.

But their public rejection of it as Trump has amply shown won't put the issue to rest simply because birtherism is a serviceable political chip for the GOP. In the months immediately before and after the president released his long form certificate, bills were introduced in 14 states that required presidential candidates to show iron clad proof of their U.S. birth. None of the bills passed. However, the mere fact of introducing the birth certificate requirement legislation in these states was just enough to continue to fan the flames of anti-Obama sentiment. There's even more to this apparent crackpot stuff.

The scurrilous ultraconservative attack line against Obama from the moment that he announced his presidential candidacy in 2007 is that he's unpatriotic, a closet socialist and Islamic radical. This fit in with a tact that the GOP has honed over four decades and that's to assault Democratic presidential candidates and presidents, and that's character attack, character attack, and character attack some more. This ploy sows public seeds of doubt about Democrats even deeper, deflects attention from the real issues of the economy, health care, education and foreign policy concerns. In the case of Obama the birther issue has an added pay-off; it reinforces the latent and overt bigotry among many GOP voters, and more than a few Democrats. That was sadly apparent in polls that show some Democrats still won't back Obama solely because of race. White Democrats in a recent Democratic primary in West Virginia went much further than anti-Obama racial talk and gave a white Texas felon running against Obama a significant number of their votes.

Add to that the legion of websites, bloggers, the conservative site WorldNetDaily, and the pack of right-wing talk show hosts, including Fox's Sean Hannity, that relentlessly pound on the issue. They are read, watched and listened to, and believed, by millions of Americans. The birther issue is and always will be alive and well with them. It's driven in part by naked racism, and in part by the GOP's loathing of Obama's economic policies, and moderate political views.
The emergence of massively funded Super PACs may give yet another potential potent push to the birther issue as a weapon against Obama. A few GOP connected Super PAC bankrollers have floated straw man issues such as Obama's long severed tie with his former pastor Jeremiah Wright and the non-revelation that Obama once smoked pot to test whether these slurs would touch a public nerve. They didn't. But it's still early in the stretch drive of the 2012 presidential campaign. There's little doubt that the search is on with a vengeance to scrounge up any piece of political muck that can be funded and pounded into a video hit against the president. The birther issue almost certainly will fit into the dirty attack campaign somewhere.

Obama hit Romney hard for his schmooze with Trump at the very moment that Trump blathered out again the zany birther line. The aim was to link Romney by association with birtherism despite Romney's public disavowal of it. The president was right to go on the attack against him on this. But no matter, birtherism is just too juicy and too battle tested an issue not to revive in some way especially given the fact as Obama sadly noted when he released his certificate that so many want to believe the worst about him. Trump certainly knew that. That's why neither he nor the birthers will go away.

America's newest car museum revs up for grand opening

Classic cars are on display at LeMay-America's Car Museum, a new facility near Seattle.

Do you always have grease under your fingernails? Do you spend more time in your garage than any other room in your house? Do you have pictures of old cars on your refrigerator? If you consider yourself a grease monkey and car junkie, a shrine to car culture opening its doors on Saturday?is for you.

Built on nine acres adjacent to a busy stretch of Interstate 5 in Tacoma, Wash., about 30 miles south of Seattle,?LeMay ??America?s Car Museum?(ACM) has its high beams set on illustrating a century of automotive history and celebrating what museum president and CEO David Madeira calls ?America?s love affair with the automobile.?


?This museum is about is that special car ? your first car, the car you took to college, the one that broke down, the one you had your first date in or the car you drove to the prom,??said?ACM spokesman Scot Keller.

From the outside, the gleaming four-story, 165,000-square-foot building resembles a shiny jet fuselage. Inside, there are galleries and exhibits that together feature about?350 cars, including sports cars, one-of-a-kinds and pristine classics.

The shiny new facility showcases some of the prized possessions amassed by Henry LeMay, who according to the Guinness Book of World Records, amassed the largest private collection of automobiles.

The first and largest exhibit visitors encounter at ACM includes several dozen choice cars from the collection of Harold LeMay, including?a 1916 Pierce Arrow Brougham, a 1932 Chevrolet Canopy Express ?Huckster? truck (a favorite of early traveling salesmen) and a 1956 Chevrolet Bel Air Convertible.

LeMay, a Tacoma-area businessman, amassed more than?3,000 vehicles. The?Guinness Book of World Records declared the LeMay Collection to be the largest private collection in the world. LeMay died?in 2000 at the age of 81.

The cars displayed in the LeMay Exhibit will rotate, as will the themed exhibits in the rest of ACM. Those exhibits, assembled by guest curator and automotive expert Ken Gross, currently include a look the Indianapolis 500, Ferrari in America and the 1960s British Invasion ? not the Beatles and the Rolling Stones, but MG, Austin-Healy, Triumph, Jaguar and Aston Martin.

There?s also an exhibit featuring Buicks, Cadillacs, a Chrysler, a Hupmobile and several other American-made cars from the collection of jewelry magnate Nicola Bulgari, a celebrity the museum describes as ?Italian by birth but American behind the wheel.?

ACM also features an area where collectors can store and supply their own cars, a slot-car track, high-end racing simulators, and a?3.5-acre outdoor show field that will host car shows, live concerts and drive-in movies.

Summer hours for ACM are 10 a.m.-5 p.m. daily through Labor Day. Admission costs are $14 for adults, $12 for seniors, students members of the military, and $8 for kids (5-12).?

Freedom Communications Sells Florida, North Carolina Properties ...

The dismantling of libertarian media chain Freedom Communications Inc. continues today with the announcement that all of the company?s Florida and North Carolina newspapers have been sold to Halifax Media Group.

Halifax, which owns 16 newspapers primarily in the Southeast, says it will offer employment to all existing workers at the newspapers as they transfer ownership. The deal is expected to close in 30 days.

We previously reported on the sale of Freedom?s Midwest and Texas properties in May. Once these sales are complete, the remains of Freedom will include only The Orange County Register in California, The Gazette in Colorado Springs, four smaller daily newspapers in California, one smaller daily in Arizona, and the ancillary products they produce.

Intel details 14 dual-core Ivy Bridge processors ahead of Computex

Intel announced its quad-core Ivy Bridge processors in April, but we've known that dual-core CPUs must be on the way too. And alas, the chip maker does have some up its sleeve -- 14, to be exact. Core i5 and Core i7 versions will be the first to ship, with Core i3 processors launching later this year along with new Pentiums and Celerons. Of the 14 dual-core processors, six are desktop-grade. The rest are mobile, though four are ultra-low voltage (which will be denoted by a U at the end of their name). Computex is just around the corner, and we expect to see plenty of Ivy Bridge systems -- especially Ultrabooks with ultra-low voltage CPUs -- there next week. In the meantime, we've already reviewed the Lenovo ThinkPad x230, a system running a dual-core 2.6GHz Core i5 Ivy Bridge processor. pigheadedness massive: Home Improvements That Pay Off ...

GENERALLY SPEAKING, there are two ways to go about making home improvements. Either you splurge for something purely for the sybaritic pleasure of having it the Italian marble bathroom you?ve dreamed about; that skylight that your spouse has been hinting at for the last six years or you take a pragmatic approach, buying an energy-efficient furnace or repairing a leaky roof because you want to increase your home?s market value.

Don?t expect to score on both counts. Just because you pour $20,000 into your home doesn?t mean that your house is worth $20,000 more. Many homeowners spend on amenities such as phones in every bathroom or a decorative stone wall that are only peripheral to the value of the house.

Exactly how much you?ll recoup in costs depends on several factors, including the direction of the broader housing market, the value of the homes in your neighborhood, when you plan to sell the home and the nature of the project itself. In some housing markets, you could, indeed, earn more than your investment back on a remodeling project. Adding a midrange deck to a home in San Francisco, for example, often recoups well more than 100% of its costs on homes sold within the year of the project s completion. But you shouldn?t count on those types of returns. In Columbus, Ohio, the same project is likely to recoup less than two-thirds of its costs.

And keep in mind that the longer you hold on to your home after a remodeling project is completed, the less likely you are to recoup its value. That?s in part because design tastes can shift significantly over time. Remember when avocado green was all the rage? Also, there?s little reward for having the fanciest house on the block. A house that?s priced higher than its neighboring homes could be perceived as overpriced even if it does have more value.

This section examines a few improvements that real estate experts say pay off more often than not and some that rarely make a difference when it comes time to sell your home.

Kitchens

Even a few basic improvements to your kitchen can pay handsome dividends, For most buyers, [the kitchen] is the heart of the house. Paint, wallpaper, and even refloor the room if necessary. Consider sanding, staining or painting dingy-looking cabinets. Replace old cabinet hardware a low-cost improvement that makes a big difference in appearance. Just be sure to go with a classic design and, if possible, use high-quality materials ? after all, good taste endures. Expect to recoup between 70% and 80% of kitchen-remodeling jobs.

Creating New Space

As a rule, improvements that increase the functional space of a home hold their value longer than ones that just make a house look better. It?s also significantly cheaper than adding an addition to your home. Converting an attic into a bedroom, for example, can returns upwards of 75% of its cost. Turning your basement into a room for socializing will set you back, but about 75% of the costs are likely to be recouped.

An Extra Bathroom

Adding an extra bathroom with all the trimmings marble vanity top, molded sink, bathtub with shower and ceramic tile almost pays for itself. You should make back between 65% and 75% of your costs of remodeling a full bathroom, and around 65% of the costs of adding a full bath.

Decks

Installing a deck may be the most cost-efficient way to add square footage to your house, and of all the outdoor home improvements except painting, it may be the most reliable value. Deck additions generally recoup 85% of their value.

New Windows and Other Green Updates

The savings on your utility bills is reason enough to consider energy-efficient improvements, but they will also add to the resale value of your home. Efficient windows and doors, a new roof (maybe even solar panels), and new insulation may be pricey, but some 65% to 76% may be recovered at resale. When considering new windows, however, keep in mind that customizing windows with fancy shapes, bays and bows doesn?t necessarily add any resale value.

Swimming Pools

It?s commonly agreed that a swimming pool has no resale value at all. In fact, some home buyers spend thousands of dollars to fill in a pool after purchasing a property. The main reason pools repel more prospective buyers than they attract is that they need expensive upkeep. Running a close second is the fear of liability: Pool accidents are a quick way to end up the subject of a negligence suit. A lot of people simply don?t want the responsibility.

Manicured Gardens

Fancy gardens which will require time and money to tend usually won?t add to the offering price. Landscaping is for your own enjoyment. It may be a $40,000 investment, but it won t add $40,000 to the value of your house. The same goes for expensive fences and stone walls. They look nice, but buyers don?t pay up for them.

Basic Improvements

It may not be all that enjoyable, but it?s the basic improvements that may have the greatest return on your home?s value. You could have a beautiful new kitchen, but if your roof is leaking, you have a real problem. So if you?re thinking of putting your house on the market in the next year or so, be sure to tackle any problems with the home?s structure or mechanical systems before you, say, install that hot tub you?ve always dreamed of.
